Owen Carter

Owen Carter, a man of great faith, passed away on February 24, 2017 after an extended battle with brain cancer. He was preceded in death by his infant grandson Noah Carter. Owen deeply loved his wife Debbie, his two children Jordan (Lauren) Carter and Ciara (Douglas) Weese and parents, Don and Marilyn Carter. He is survived by three siblings, John (Carrie) Carter, Cheri Russum, and Donette (Steve) Kelly and several nieces and nephews. Owen’s legacy is evident in his life of service. Having grown up in Lake Stevens and graduating from the University of Washington, he worked with great integrity at Snohomish County for over 24 years, most recently as the County Engineer. Among his many accomplishments, he played a significant role in the Oso landslide response and in leading the build-out of the Centennial Trail. He was the first recipient of the Snohomish County Public Works Professional Achievement Award. He exhibited his trust in Jesus Christ by living out his faith. Owen was extremely generous, often helping family, co-workers, friends, and even total strangers. He led trips to the Dominican Republic and Guatemala, supporting the work of the Christian non-profit Food for the Hungry. He strived to glorify his Savior in everything he did. Owen’s life of service extended to his large family. He had an uncanny ability to gather his family and friends together; organizing camping trips, boating excursions and amusement park adventures. Owen led with joy and laughter. His motto was, “Another day, another glorious adventure.”  Owen’s celebration of life will be held at 11:00 a.m., Saturday, March 4 at New Life Church, 6830 Highland Drive, Everett.
